Voter turnout numbers point to GOP enthusiasm gap (AP)

WASHINGTON ? Voter turnout numbers are pointing to a potential enthusiasm deficit for Republican presidential front-runner Mitt Romney.

In the four states to vote so far in the GOP nominating race, turnout has been strongest where people were energized to vote for somebody else.

In Florida, where Romney grabbed a commanding 46 percent of the vote this week, overall turnout was down significantly from four years ago. A county-by-county look at the Florida numbers shows that turnout was up from four years ago in counties where rival Newt Gingrich did well and down in counties where Romney dominated, according to Michael McDonald, a professor at George Mason University who runs the United States Elections Project to track election data.

Romney is winning, McDonald said, "but the fact that he's not really lighting a fire for these voters should be a warning sign for the campaign."

In South Carolina, where Gingrich trounced Romney, turnout was up considerably, from 445,000 four years ago to 606,000.

"Certainly the heat and energy in South Carolina was for Newt Gingrich," said Katon Dawson, a former state Republican chairman who backs Gingrich. "It takes heat and emotion to win a national contest." Whether Romney can generate the same kind of passion, Dawson said, "depends on how he campaigns from now on."

Turnout was up slightly in the first two states to vote: New Hampshire, where Romney had an easy win, and Iowa, where former Sen. Rick Santorum edged out Romney by the slimmest of margins. Democrats were quick to point out that independent voters helped set those turnout records, and President Barack Obama's campaign will be competing for those voters in the fall.

The Romney campaign says it sees hopeful signs in the turnout numbers.

His team stressed that in Florida, where this year's turnout of 1.7 million voters in the GOP primary was down from 1.9 million four years ago, a 2008 ballot initiative on taxes brought out people in droves who cared nothing about the presidential race. When those voters are taken out of the equation, Romney's campaign argued, this year's primary blows 2008 out of the water.

Ari Fleischer, former White House press secretary to Republican George W. Bush, saw a mild uptick in voter interest by Republicans reflected in the turnout figures so far this year, and said that could marry up with an inevitable decline in Democratic voter turnout in the fall, when there's "no way Democrats can recapture the magic of 2008."

Fleischer acknowledges that Romney doesn't ignite the passion of tea party voters. But the flip side, he said, may be that Romney can turn out more independent voters, who will be crucial this fall in swing states. Any excitement that Romney fails to ignite, he said, could well be offset by the party's over-riding desire to defeat Obama.

The Obama camp sees plenty to smile about in the GOP turnout figures and in polls showing a lack of enthusiasm for the Republican field, including a drop in turnout in Iowa and New Hampshire among those who identify themselves as Republican.

"This is going to be a turnout game," said Obama campaign manager Jim Messina. "They are absolutely not prepared for that battle, nor do they think that battle is that important. But eventually they're going to have to persuade voters, and they're not going to be there."

The lack of GOP enthusiasm, Messina said, will be "a real problem when you get to the part where you have to turn out voters."

Republicans, too, claim reasons for encouragement in the early voter turnout and registration numbers.

In Iowa, state party officials point to a shift in registration figures that shows an increase in the number of registered Republicans and a drop in registered Democrats over recent months.

In New Hampshire, GOP Chairman Wayne MacDonald said he was pleased with an uptick in GOP primary turnout to nearly 250,000 voters, from 241,000 four years earlier. But he was equally happy to see just 62,000 ballots cast in the Democratic primary, where Obama was a shoo-in. MacDonald contrasts that number to the 77,000 who turned out to vote for President Bill Clinton in his re-election year in 1996 and sees signs of flagging support for Obama.

New Hampshire political scientist Dante Scala said the relatively flat turnout in New Hampshire could have been a reflection of the lack of serious competition there for Romney, who led from the beginning.

"Even if Republicans are not overwhelmed by the field in New Hampshire, they found Mitt Romney perfectly acceptable," said Scala, adding that Obama will face his own enthusiasm issues in the state, where independents have soured on the president.

McDonald, the George Mason professor, said Romney turns out more voters in large urban centers and suburban areas, while Gingrich shines in rural areas. No matter who gets the nomination, he says, "that candidate's going to have to heal some wounds within the party" to generate the broad kind of turnout needed to prevail in the fall.

Hayabusa's asteroid-sampling mission, take two

Japan is hoping the second time will be the charm for a mission to collect samples from an asteroid. The government has just given the green light for the Hayabusa 2 mission to aim for launch in 2014.

An earlier mission visited the asteroid Itokawa in 2005 but suffered a string of failures. It was supposed to fire bullets into the space rock at close range and scoop up the resulting debris, but the bullets never fired. Luckily, some dust slipped into the probe's collectors and was brought back to EarthMovie Camera in 2010.

Hayabusa 2 will try to avoid its predecessor's mistakes when it lands on the kilometre-wide asteroid 1999 JU3. "We have learned a lot from Hayabusa," says mission leader Makoto Yoshikawa of the Japan Aerospace Exploration Agency in Sagamihara. "We modified all the parts where Hayabusa had troubles."

Hayabusa 2 will have backup software in case of failures, and instead of using bullets, the probe will drop an impactor from an altitude of 300 metres before landing and gathering the shrapnel.

"The new thing is the impactor," says Yoshikawa. "The impactor will make a small crater on the surface of the asteroid, and we will try to get the material inside the crater, which means we try to get subsurface material." That will allow scientists to compare the asteroid's radiation-scorched surface to its pristine interior.

Two approaches

Hayabusa 2 is not the only asteroid-grabbing mission in the works. In 2016, NASA plans to launch a spacecraft called OSIRIS-Rex to scoop up samples from a space rock.

Osiris-Rex will orbit its target asteroid for months, taking high-resolution images to determine where it should collect a sample. But rather than landing on its quarry like the Hayabusa missions, it will stick out an arm and grab what it can.

Yoshikawa says Osiris-Rex aims to collect much more rocky debris than Hayabusa 2, which is expected to bring back no more than about 1 gram. But he says Osiris-Rex will only be successful if the surface of its target asteroid is covered with soil-like particles of rock called regolith. If it's a solid body, the spacecraft might not be able to collect samples.

"I think the method of Hayabusa 2 is best, if we do not know the surface condition of the target asteroid," Yoshikawa says. "In our case, we can get the sample even if there is no regolith on the surface."

Both missions will target asteroids rich in minerals that formed in water. Isotopic studies of that water could shed light on whether Earth's water came from asteroids, comets or from the planet's own rocky building blocks.

Ill. nuclear plant shuts after 'unusual incident'

A nuclear reactor at a northern Illinois plant shut down after losing power, and steam was being vented to reduce pressure, according to officials from Exelon Nuclear and federal regulators.

Unit 2 at Byron Generating Station, about 95 miles northwest of Chicago, shut down at 10:18 a.m. Monday, after losing power, Exelon officials said. Diesel generators began supplying power to the plant, and operators began releasing steam to cool the reactor from the part of the plant where turbines are producing electricity, not from within the nuclear reactor itself, officials said.

The steam contains low levels of tritium, a radioactive form of hydrogen, but federal and plant officials insisted the levels were safe for workers and the public.

'Not a health concern'
The U.S. Nuclear Regulatory Commission declared the incident an "unusual event," the lowest of four levels of emergency. Commission officials also said the release of tritium was expected.

A spokesman for Exelon told WREX that steam was "not a health concern for our employees who are walking outside ... or anybody in the local community."

"All of our systems have operated," the spokesman added. "The safety systems worked as expected."

Exelon Nuclear officials believe a failed piece of equipment at a switchyard caused the shutdown but were still investigating an exact cause. The switchyard is similar to a large substation that delivers power to the plant from the electrical grid and from the plant to the electrical grid. Smoke was seen from an onsite station transformer, Nuclear Regulatory Commission spokeswoman Viktoria Mitlyng said, but no evidence of a fire was found when the plant's fire brigade responded.

Mitlyng said officials can't yet calculate how much tritium is being released. They know the amounts are small because monitors around the plant aren't showing increased levels of radiation, she said.

Tritium molecules are so microscopic that small amounts are able to pass from radioactive steam that originates in the reactor through tubing and into the water used to cool turbines and other equipment outside the reactor, Mitlyng said. The steam that was being released was coming from the turbine side.

Tritium is relatively short-lived and penetrates the body weakly through the air compared to other radioactive contaminants.

Releasing steam helps "take away some of that energy still being produced by nuclear reaction but that doesn't have anywhere to go now." Even though the turbine is not turning to produce electricity, she said, "you still need to cool the equipment."

Candace Humphrey, Ogle County's emergency management coordinator, said county officials were notified of the incident as soon as it happened and that public safety was never in danger.

"It was standard procedure that they would notify county officials," she said. "There is always concern. But, it never crossed my mind that there was any danger to the people of Ogle County."

Unit 1 was operating normally while engineers investigate why Unit 2 lost power, which comes into the plant from the outside power grid, Mitlyng said. She said Nuclear Regulatory Commission inspectors were in the control room at Byron and in constant contact with the agency's incident response center in Lisle, Illinois.
